There are various factors that could limit the departments ability to expand ISUDTP as proposed by the Governor. On February 10, 2014, the Three-Judge Court ordered CDCR to reduce the in-state adult prison population to 137.5 percent of design capacity by February 28, 2016. However, the proposal was later withdrawn due to the expected fiscal impact of the pandemic.
